Not a cool cowboy
Let me try to translate this sign.
Cowboys smoke and flick their cigarettes to the ground in old movies . You’re not a cowboy from an old movie so you shouldn’t flick your cigarette on the ground like one.
A simple no littering sign would’ve worked.
